Horst Feistel emigrated from Germany to the USA before WWII.
He had a Bachelor's degree in Physics from MIT and a Master's degree in Physics from Harvard.
He owned an IBM award for the invention of the National Bureau of Standards Crypto System "DES".

The second is an article written by Horst Feistel, a member of the IBM team that developed the Lucifer and DES ciphers. Originally published in Scientific American magazine in May, 1973, pgs 15-23, the article focuses on machine encryption.  His development of the "Feistel Network" is the basis of many encryption schemes that are currently in use

To counter such possibilities, and realizing that data communications held enormous market potential, IBM board chairman Thomas Watson, Jr., during the late 1960s set up a cryptology research group at IBM's research laboratory in Yorktown Heights, New York. Led by Horst Feistel, the research group concluded its work in 1971 with the development of a cipher code-named Lucifer, which it promptly sold to Lloyd's of London for use in a cash-dispensing system that IBM had developed.
